The "pink quotas" , le quote rosa, are a shame?

If you can read italian,
you can start reading this:

In italy the government is thinking to introduce a new social-plan,
the so-called "quote rosa", to reserve - by law - a certain amount of positions
to women.
For example, if a company wants to hire 100 employes,
It should hire a minimum of X women.

Now,what I think is that in this way,
It's like to assume

1. that the equality politics until now failed,
2. that the women are more stupid than men!

and we ( = the male politicians) want to help them.
Of course since this is not the case,
why don't understand what is wrong in the system?
I think the main problem is Italy is that there're not enought
women in important position,
where they can control and take decisions.
So I am in favour of the "quote rosa",
but It should just be limited for a short time,
otherwise the women will not feel proud
of the results they can get if they get them
thanks to a privileged law.
